Authorized services under the Texas HCS Waiver Program, tailored to each Individual Plan of Care.
24-hour residential support in a safe, structured, home-like environment. Staff provide supervision, household support, community participation, and assistance with routines based on each individual’s authorized services and person-centered plan.
Assistance with personal care and activities of daily living, including grooming, bathing, dressing, meals, and other daily routines while promoting dignity, choice, and independence.
Support with developing and maintaining practical skills for everyday living, including household routines, decision-making, self-advocacy, and skills that promote greater independence.
Support to participate in meaningful community activities, pursue personal interests, develop relationships, and build confidence and independence in everyday life.
Individualized behavioral support coordinated with qualified professionals and aligned with the individual’s needs, preferences, and person-centered plan.
Transportation support for authorized appointments, community activities, employment-related activities, and other approved destinations that support participation and independence.
Assistance with medication routines and medication-related supports, as authorized and permitted under applicable requirements.
Support for individuals attending authorized Individualized Skills & Socialization (ISS) services through qualified providers.
When authorized and needed, Ability First Care coordinates with qualified professionals and providers to support the individual’s needs, including nursing, behavioral, and therapeutic services.
Quality support is built on communication, coordination, and follow-through. Guided by each individual’s Individual Plan of Care (IPC), we work collaboratively with the people and professionals involved in their support.
We maintain open communication with the individual’s support team, share relevant updates, participate in planning and coordination, and follow through on identified needs. When circumstances change, we communicate with the appropriate members of the team so that support can be addressed promptly and appropriately.
Ability First Care is an HCS Program Provider serving individuals enrolled in the Texas Home and Community-Based Services (HCS) Medicaid Waiver Program.
Services are provided based on the individual’s approved HCS services and authorization. Eligibility and enrollment are coordinated through the Local Intellectual and Developmental Disability Authority (LIDDA).

HCS is a Texas Medicaid waiver program that provides individualized services and supports to help people with intellectual and developmental disabilities live in the community.
The HCS Program is administered by the Texas Health and Human Services Commission (HHSC) through the Texas Medicaid program. For current program information, visit HHSC.
HCS is designed for individuals with an intellectual disability or related condition who meet program eligibility requirements and need supports to live in the community.
Eligibility and enrollment are determined through the State of Texas, with LIDDAs playing a key role in the HCS interest list and enrollment process.
